On June 20, a pilot project on tire labeling will start, which will last until early December, until tire labeling becomes mandatory. Experimental Labeling aims to help participants become more comfortable with the transition to labeled products and practice all affected business processes.
Traditionally, as with other categories of goods, the Center for the Development of Advanced Technologies (CRPT) remains the operator of the pilot for marking tires. The Ministry of Industry and Trade, the Ministry of Telecom and Mass Communications, Rospotrebnadzor, Federal Security Service, Customs and Tax Service are responsible for the project. Most of the large manufacturers, importers and logistics companies of this market category will take part in the experiment.
The pilot s results will help form methodological recommendations and instructions regarding tire labeling, determine the term for marking the remainder of products, the method and procedure for specifying labeling goods in universal transfer and accompanying documents, and develop regulations.
Illegal turnover of tires and tires in Russia, according to statistics, currently reaches 15%, while not only counterfeit products are taken into account, but also illegal imports and trade. Mandatory marking applies to goods produced in Russia, as well as to imported products – all tires and tires must have a marking code before entering customs. It will be the responsibility of the importer to receive marking codes and send information about them to production.
Since the beginning of 2019, ten categories of goods began to prepare for working with the labeling system, in particular, these are: cigarettes and tobacco products, perfume and eau de toilette, shoes, tires and pneumatic tires, cameras and flashes, and also some light industrial products (household chemicals, bed and kitchen linen, etc.). From the beginning of 2020, labeling of medicines and drugs will become mandatory, although in the pilot project on labeling of medicines, most pharmacies are already accepting.
Retailers should prepare in advance to work with labeled products, or rather take part in the experiment, preparing the working system gradually. What is required to trade with a label?
– a well-established electronic document management system and a qualified electronic signature (for interacting with the information system for labeling goods, receiving and transmitting universal transfer and accompanying documents);
– online checkout, with updated software that allows the sale of labeled goods;
– Scanning device that recognizes 2D DataMatrix barcodes (for scanning markings during acceptance and sales).
