Control and inspections by law enforcement organizations for small and medium-sized businesses are an integral part of their activities. Representatives of Russian business have repeatedly raised discussions of the problem of illegal actions of state bodies – in connection with which the President of the Russian Federation put forward an order to create a special virtual information platform where such situations could be highlighted.
On July 29, 2019, the ANO “Platform for working with entrepreneurs appeals” was registered. This platform will be the operator of the virtual digital space, uniting all cases of illegal pressure of law enforcement organizations on entrepreneurs. The ANO is headed by Elina Sidorenko, who is the chairman of the digital economy dispute board of the Arbitration Center at the Russian Union of Industrialists and Entrepreneurs.
Among the companies-founders and co-founders of the platform: Delovaya Rossiya, the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry of the Russian Federation, the Agency for Strategic Initiatives, OPORA Russia.
The pilot start of the project is scheduled for the end of the year. By December, the main law enforcement agencies are required to develop methodological recommendations for working with the platform, formulate a procedure for the ANO and establish a mechanism for processing incoming requests. Complaints affecting the Ministry of the Interior will be dealt with first.
It should be recalled that from the side of Delovaya Rossiya there is experience of working with this kind of requests from small businesses. In October 2018, a rapid response channel was launched – “Duty in the country”, aimed at receiving complaints and protecting the rights of entrepreneurs. This channel contributes to the resolution of problem situations, because the help group contacts and coordinates the entrepreneur until the final resolution of the problem.
